An inspection of the beaches generated conflict between inspectors and surfers who invaded the beaches of Guarujá, on the coast of São Paulo. Images obtained by G1 this Saturday (3), they show the moment when a city hall agent launches boards over the physical barrier implanted in the sand strip and when agents of the Municipal Civil Guard (GCMs) arrest a man.
In the images, it is possible to see the moment when a inspector throws two boards in the sand, and one of them has a broken top. The video also shows one of the civil guards holding a firearm and then leading a man in handcuffs. The register also includes several insults made by the people who were at the place.
According to Guarujá City Hall, the case happened last Friday (1st), when the team was attending an event of agglomeration on the beach of Pernambuco. Breaking the rules of Decree No. 14,214, which restricts access to the beaches, a group of people were instructed to leave the site, but they disrespected the inspection team.

The agency reported that people who were on the spot physically assaulted city hall inspectors, so it was necessary to call the GCM to protect the inspection team.
One person was referred to the police station for contempt of authority, where a police report on the case was recorded. However, according to the city, if any irregularity is found by the team, the situation will be subject to administrative investigation. O G1 did not find the surfers that appear in the images.
The beaches are restricted to bathers and to practice individual or collective sports since March 15, right after the State reclassified the Baixada Santista, a region on the coast of São Paulo, to the ’emergency phase’ of the São Paulo Plan. In addition, the region is going through the most restrictive phase of the pandemic, with decrees that limit the movement of people on the streets.

In a note, the city clarified that it advises the inspection team to remain within the limits of the law, but that everyone must obey the determinations of the municipal decree. Check the positioning:
“Guarujá City Hall understands that rights and duties must be equal for everyone, that is, if it is not allowed for the community as a whole to use the beach, there cannot be privileges for a single group. It is a matter of empathy, civility and urbanity.
The standard guidance, both for the inspection team and for the GCM team, is to always act within the limits of the law and with the use of operational practices and gradual use of means as the action unfolds “.
