The President of the Chamber, Arthur Lira (PP-AL), intends to discuss the project that allows the purchase of vaccines by a company without the donation of doses to the Unified Health System (Wednesday, March 31). The proposal supported by Lira includes a device presented by deputy Hildo Rocha (MDB-MA), which provides that companies may even reduce the amount spent on the purchase of doses in the Income Tax – in practice, this transfers the costs to the public coffers , dividing the cons among the entire population.

This is the bill 948/2021, which allows the purchase of vaccines against Covid-19 by the private sector. It alters the wording of Article 2 of Law No. 14.125, which allows the purchase of vaccines as long as the doses of immunization are donated to the Unified Health System (SUS).

The project also allows the private sector to buy vaccines that have not been approved by Anvisa.

The mayor defended the proposal this Wednesday, after the meeting of the Coping Committee of Covid-19, in the Planalto Palace.

“There is a discussion that starts today in the Chamber and it has to be transparent, that it is possible for the private sector to also purchase vaccines, so that the entrepreneur can vaccinate his employees and their families, to maintain his company, his standing business, ”he said.

“The project we announced today also provides for the vaccination of the direct relatives of employees of private companies that choose to purchase vaccines. The entrepreneur will also be able to donate 100% of the vaccines to SUS. ”

The proposal stunned parliamentarians. Deputy Alexandre Padilha (PT-SP), who has already commanded the Ministry of Health, pointed out the articulation as a “scandal”. “It is the box with income tax deduction,” said the parliamentarian.

“There is a discussion that starts today in the Chamber that it is possible for the private sector to also purchase vaccines so that the entrepreneur can vaccinate his employees, to keep his company and his business standing, and also to extrapolate to SUS the amount and it can also extrapolate a quantity to the family of its employees, or it can donate 100% to SUS. There is no conflict of interest, ”he said.

On social networks, the initiative generated a wave of revolt. The initiative came to be classified as a type of “health apartheid”.

For the biologist Átila Lamarino, the actions decided by the committee formed between the three heads of Power pointed out that the actions are in the opposite direction than the defense of the National Immunization Plan (PNI). “It became an anti-PNI committee,” he said.

“We are going to exchange the PNI – National Immunization Plan for the PNMPP – My Pirão Primeiro National Plan”, said the researcher.

Federal deputy Marcelo Freixo (PSol-RJ), on the other hand, criticized what he called the “vip vaccination enclosure”.
