Rio government releases new restrictive measures to contain Covid

Rio de Janeiro – The government of the state of Rio de Janeiro announced, on Saturday night (3/4), in the Extraordinary Official Gazette, the new restrictive measures to contain the spread of Covid-19. The decree establishes rules for the operation of bars, restaurants, shops and gyms, as well as religious temples. The rules, however, keep the holding of events and parties, and the operation of concert halls, amusement parks and nightclubs, suspended.

“Our intention with this decree is to create boundary rules. Each city can determine more restrictive actions, if it deems it necessary. We believe that, for this moment, these are the appropriate conducts to safeguard public health and, at the same time, preserve the jobs of our population in this very difficult time ”, said Governor Cláudio Castro.

The face-to-face classes of the state education system are suspended – remote education, therefore, is maintained. School units will remain open for enrollment and for the removal of documents, teaching materials and the food kit. Private schools linked to the State Education System of Rio de Janeiro can operate with up to 50% of the unit’s capacity, if the epidemiological situation and the municipal regulations allow it.

The text maintains the practice of individual outdoor sports and high-performance sports activities authorized, as long as they are carried out without an audience and respecting the protocols. The decree also determines that bars, restaurants and snack bars operate with up to 40% of the capacity, as long as there is a minimum distance of 1.5 meters between the tables, whose maximum capacity must be 4 people, and that the consumption of alcoholic beverages be authorized only for seated customers.

The operation of shopping malls and shopping centers is maintained, according to authoritative municipal regulations and up to the limit of 40% of its total capacity – including parking. Customers, however, must wear a mask and keep their distance. Street shops and galleries may also operate, as well as beauty salons, barber shops and the like. The latter only with prior scheduling and following specific protocols for this type of business. Legitated street vendors will also be able to work.

Hotels and inns must comply with the rules established in the “Rio de Janeiro Turismo Consciente” program. The leisure areas of these establishments, however, will only be able to operate at 40% of their maximum capacity. The activities of religious organizations can happen, provided that some protocols are observed, such as social distance of 1.5 meters between people and constant ventilation of the environments.

In the case of conflicts, the rules stipulated by the municipalities, which are authorized to promote sanitary barriers on state highways, will prevail, if they deem necessary.

The following activities are considered essential: health, supermarkets, urban cleaning, public security, social assistance, funeral service, pharmacies, banks, lottery, wholesale and horticulture supply centers, broadcasting and filming services, especially those intended for the press and informational transmission.
