The government of Minas Gerais increases the reference price of fuel in the State, as of this Thursday (1st), which serves as the basis for calculating the Tax on Circulation of Goods and Services (ICMS).

In practice, this means that the government of Minas Gerais will collect more within the amount charged for gasoline at the gas stations. Consequently, the final value will also change in the consumer’s pocket.

According to Minaspetro, the entity that represents the service stations, with the change, the reference price for gasoline considered by the State will increase from R $ 5.18 to R $ 5.94, suffering an increase of 14.6%. In the case of diesel, the reference value will increase by 8.9%, to R $ 4.44. The value of ethanol will increase 26.4%, to R $ 4.33.

The increase is due to an update of fuel prices, which even with the reduction announced in recent days by Petrobras is higher than the previous average price used by the state government.

In a note, the State Finance Secretariat stated that “what will take effect from Thursday (1/4) is the revision of the ICMS calculation base for fuels, a procedure periodically adopted by all states of the Federation In order to apply the aforementioned review, the Treasury Department takes into account the monthly survey carried out on the invoices issued by 4,272 retail outlets distributed in 828 municipalities in Minas Gerais. it is, in practice, an update of the average price charged to the final consumer at the pumps, which is used as a basis for calculating the tax, “he said.

SEF / MG also informed that the ICMS tax rates for fuels in Minas Gerais remain the same, with 31% for gasoline; 16% for ethanol and 15% for diesel, the latter of which has been in force since 2011 and is the third smallest in the country.

In March, the calculation base for the ICMS for the liter of ethanol has been R $ 3.4308 (average price charged in February for the retail outlets in MG). Therefore, with an incidence of 16%, the ICMS is R $ 0.5489 / liter.

In April, the calculation base for the ICMS for the liter of ethanol will be R $ 4.3365 (average price charged in March for retail outlets in MG). With the incidence of the same 16%, the ICMS will be R $ 0.6938 / liter.

“Therefore, the increase of R $ 0.1449 / liter in the ICMS for ethanol is not a reflection of the increase in the tax rate, but, rather, of the increase in the calculation base, which considers the average price charged by the reseller stations in the state, that is, the average price charged to the final consumer at the pumps “, said the Finance Department, still in a note.

The president of Minaspetro, Carlos Guimarães, said that the union will send a letter to Governor Romeu Zema asking him to reevaluate the increase. “We made this request, mainly because of the delicate moment we are going through in a pandemic and mobility restriction. People are already broke and unemployed. We did not ask for a reduction, but to maintain that value at a time when we are losing jobs. We can no longer bear to pay this tax burden on fuels as we do in Minas ”, he emphasized.

The president of the Union of Transport Companies for Fuels and Petroleum Derivatives of the State of Minas Gerais (Sindtanque-MG), Irani Gomes, stated that the news of the readjustment in the average price of fuel came as a “pump” for the category, which was negotiating the reduction of ICMS with the State government. A new shutdown is not ruled out by the entity.
