The diploma was approved by the Council of Ministers, last Thursday, defining new provisions on shows, in the context of the deconfination plan, and was promulgated “this afternoon”, by Marcelo Rebelo de Sousa, as you can read on the Presidency page of the Republic, on the Internet.
Approved on Thursday by the Council of Ministers, this diploma “changes the exceptional and temporary measures to respond to the pandemic of the covid-19 disease, in the cultural and artistic scope”, and “establishes the rules applied to the shows of the year 2021”.
The diploma provides for the possibility of “pilot test events”, in conjunction with the Directorate-General for Health (DGS), to define new technical guidelines in the Culture sector.
The scheduling of these test events may eventually pave the way for the possibility of “changing the current orientation”, which defines audience limits, due to the physical distance and the available area, in cultural facilities, such as theater and cinema rooms, and in conducting outdoor programming.
The diploma now promulgated also establishes the conditions for the eventual refund of the value of tickets for shows and festivals, initially scheduled for 2020, and, meanwhile, postponed to 2022.
According to the Government, “in the case of shows and festivals initially scheduled for the year 2020, and which only occur in 2022, consumers are expected to be able to request a refund of the ticket price, within 14 working days from the date of expected date for the event to take place in 2021 “.
If the consumer does not request the return, “it is considered that he accepts the rescheduling of the show for the year 2022”. The same applies “to vouchers issued with validity until the end of the year 2021, which become valid until the end of the year 2022”.
In a statement issued at the end of the meeting, the office of the Minister of Culture, Graça Fonseca, said that the creation of a specific credit line is also being analyzed, with the Ministry of Economy, for the sector of shows and festivals , “as proposed by the respective representative entities”.
Among other measures defined by the Government, now enacted, are also the schedules of museums, monuments, palaces, archaeological sites, galleries and similar establishments, which may reopen from Monday, with the possibility of operating “until 22:30, during weekdays, and at 1 pm, on Saturdays, Sundays and holidays “, with” the same rules [de segurança] that existed at the time of its closure “.
After the possibility of reopening bookstores and record stores, libraries and archives, on March 15, and the new stage to take place from Monday, April 5, there will be theaters, theaters and cinemas, with a scheduled reopening date as of the 19th, which also admits the possibility of holding “events abroad, subject to approval” by the DGS.
On May 3, due to the evolution of the epidemiological situation, “large outdoor and indoor events, subject to the capacity defined by the DGS”, may be held again.
The information published tonight on the page of the Presidency of the Republic also informs that Marcelo Rebelo de Sousa “also signed the Government Decree executing the state of emergency, putting in practice one more step of the deconfination plan”.
This diploma provides for the return to face-to-face classes of the 2nd and 3rd cycles of basic education and the reopening of activity centers for these students, as well as social facilities, in the area of disability, and day support centers for children. old people.
It also includes the reopening of retail stores and services, with less than 200 square meters and a door to the street; from catering to service on terraces, with a limit of four people per group (until 22:30, from Monday to Friday, and at 13:00, on Saturdays, Sundays and holidays).
The diploma now promulgated also foresees the operation of fairs and markets, with authorization from the municipality, the return to low-risk physical and sporting activities, in gyms and gyms, with the prohibition of group classes.
In the scope of sports facilities, the diploma also allows the opening of shooting fields, tennis courts, padel courts and the like, permanent circuits for motor sports, velodromes, racetracks, athletics tracks and golf courses.
