The payment for parking on public roads charged by the Lisbon Municipal Mobility and Parking Company (EMEL) will resume on April 14, according to a proposal approved today by a majority by the executive of the capital’s City Council.
The proposal, endorsed by the councilor for Mobility, Miguel Gaspar, had the favorable votes of the PS and the BE (party that has an agreement of governance of the county with the socialists), the abstention of the PCP and the votes against of PSD and CDS-PP .
Initially, the municipality had advanced with the date of April 5, the next Monday, for the replacement of the parking payment.
However, as the proposal must also be submitted to the Municipal Assembly, which is expected to meet on April 13, the municipality changed the payment reset to the 14th.
“With the gradual resumption of economic activity in the city of Lisbon, there is also an increase in pressure on the city’s parking and public space, which is why it is necessary to guarantee the normal regulation and supervision of parking and the use of the city’s public space. “, reads in the proposal now approved. The document also provides for the replacement, as of the same day, of “the normal operating tariff conditions for the parks” of EMEL.
The municipality, chaired by Fernando Medina (PS), argues in the proposal that it is necessary “to guarantee adequate conditions for the enjoyment of the sidewalks, good circulation conditions, improvement of the parking conditions, functioning of the rotation parking, in the end they are assured the options for ordering parking in the city of Lisbon fully, with the deterioration of these operating conditions in areas of greater pressure already being noted “.
On February 2, the Municipal Assembly of Lisbon approved the temporary suspension of the payment of parking on public roads, charged by EMEL, with the PS against and in favor of the other political forces. The measure (proposed by the CDS-PP) had already been approved by the Lisbon Chamber, on January 21, with the favorable votes of PSD, CDS-PP, BE and PCP and the PS against. Three days later (January 24), the municipality, chaired by Fernando Medina (PS), announced that payment for parking would be suspended as of January 25, due to the confinement decreed by the Government due to the covid-19 pandemic.
At the private meeting of the Lisbon executive, the PSD and the CDS-PP also presented proposals on the exemption from paying parking on public roads, but the documents were rejected. The PSD proposed that the suspension of the payment be in effect until July 31, while the CDS-PP that the payment was resumed only on April 19, the date when the reopening of “all stores and shopping centers, restaurants, cafes and pastry shops, cinemas, theaters, auditoriums and theaters and secondary and higher education “.
