“There was a shootout involving agents,” and the suspect was taken to a hospital, he added.
In addition to the four dead, the shooting caused at least one wounded, a woman who is in critical condition.
According to the police, the shooting took place on the second floor of the building, where an insurance office, a financial advisory firm, a legal services company and a telephone repair shop operate.
California Governor Gavin Newsom called the deaths “horrifying and heartbreaking”.
“Our hearts are with families affected by tonight’s terrible tragedy,” he wrote on the social network Twitter.

Ten people died in a supermarket in Boulder, Colorado, in the western United States, on March 22.
In the previous week, eight people were shot dead in the Atlanta area, including six Asians.
The city of Orange, which is 50 kilometers from Los Angeles, has a population of 140,000 people.
