According to the Ministry of Citizenship, there are two types of results for ineligibility – one that can be reassessed, the other definitive, that is, that does not allow contestation.

Reasons for ineligibility that allow contestation and what to do

Among children under 18, only teenage mothers are entitled to the benefit. The contestation is only possible if the date of birth informed in the register is wrong.

  • What to do: update this information on the IRS website (click here to access) before requesting the dispute.

There are cases in which the CPF is registered with the death certificate of the holder.

  • What to do: look for a civil registry office to correct the information before asking for a challenge.

Death pensioner

Anyone who receives a death pension is not entitled to the Aid.

  • What to do: if the information is wrong, the worker can contest.

Whoever receives Unemployment Insurance also cannot receive the Aid.

  • What to do: check in the CTPS Digital or Sine Fácil application the status of the payment of unemployment insurance or closed. If he is not receiving, the worker can make the defense.

Federal public servants cannot receive the Aid.

  • What to do: if the worker has already been dismissed, he needs to seek the organ before making the challenge.

Those in formal employment cannot receive the benefit.

Active record of intermittent work

Intermittent work is also considered an employment relationship.

Per capita monthly family income

The benefit is not paid if the family’s income is greater than R $ 550 per person.

  • What to do: Check in the “Contribution Statement (CNIS)” service in the “Meu INSS” application or in “CTPS Digital” if the information on receiving income from people in your family is correct before contesting.

Total income above the aid ceiling

If the total family income is greater than R $ 3,300, the benefit is not paid.

  • What to do: Check the “Contribution Statement (CNIS)” service on the “My INSS” application or on “CTPS Digital” to verify that the information on receiving income from your family members is correct before contesting.

Social security and / or assistance benefit

Social security benefits (such as retirement) or assistance (such as the Continuous Payment Benefit – BPC / LOAS) do not allow you to receive the aid.

  • What to do: Check in the My INSS application the status of your benefit. If you are no longer receiving any social security or assistance benefits, but the payment has not yet been closed, apply for an update to the My INSS application before contesting.

Closed prisoners are not entitled to the benefit.

  • What to do: if the worker is not in prison, but that information appears, he can file a challenge.

Institution of Imprisonment Assistance

Reclusion Assistance Beneficiaries are not entitled to the Assistance.

  • What to do: if the worker no longer receives this assistance, he can request a new analysis.

Prisoner without identification of the regime

When there is no identification, the system considers it a closed regime, which does not entitle the right to the Aid.

  • What to do: if the person is imprisoned in a different regime than the closed one, he / she can request a new analysis of the request.

Bond in the Armed Forces

Military personnel are not entitled to Aid.

  • What to do: if the worker is no longer linked to the Army, Navy or Air Force, it may require further analysis.

Abroad residents do not receive assistance.

  • What to do: if it is incorrectly stated with the Federal Police that the worker no longer lives in Brazil, he must request the correction of the information before contesting the aid.

Emergency Benefit (BEm)

Whoever receives the benefit for a suspended work contract or reduced working hours is not entitled to the Aid.

  • What to do: if the worker no longer receives the benefit, he can file the challenge.

Military in the family with no identified income

One of the criteria for ineligibility is having a member of the Armed Forces in the family with unidentified income.

  • What to do: if the information is incorrect, it is possible to dispute the result.

You must have a CPF regularized to receive the Aid.

  • What to do: regularize the CPF (see here how to do it) before requesting the dispute.

Federal Government Intern

Condition does not allow receiving the Aid.

  • What to do: if the internship has already been completed, it is necessary to update the information with the agency where you worked before requesting the new analysis.

Resident or multiprofessional doctor in the Federal Government

Condition does not allow receiving the Aid.

  • What to do: if the information is out of date, regularize your situation with the agency where you worked, before contesting the result.

Unmanaged resources

Those who did not withdraw installments of the 2020 Aid cannot receive the benefit this year.

  • What to do: if the previous installments of the Emergency Aid have not been fully returned to the Federal Government, it is possible to contest the result.

CAPES, CNPQ, MEC or FNDE scholarship holder

Conditions do not allow you to receive the Aid.

  • What to do: if you are no longer a scholarship holder for both bodies, ineligibility may be challenged.

Judiciary servant or intern

Conditions do not allow you to receive the Aid.

  • What to do: if the internship has already been completed, the information needs to be updated in order for the challenge to be made.

Reasons for ineligibility that do NOT allow contestation

If your refusal is one of those cases, there is no way to dispute.

  • Public server – Have formal income as a public agent (RAIS)
  • Elective mandate – Being an elected politician
  • Taxable income above the ceiling – Have received, in 2019, taxable income above R $ 28,559.70
  • Exempt earnings above the ceiling – To have, in 2019, exempt, non-taxable or exclusively taxed income at source, whose annual sum was greater than R $ 40,000.00.
  • Value in goods above the ceiling – To have, on December 31, 2019, possession or ownership of goods or rights, including bare land, with a total value exceeding R $ 300,000.00.
  • Dependent of holder with taxable income above the ceiling – Be dependent on an income tax declarer who received income above R $ 28,559.70 in 2019.
  • Dependent on person with exempt income above the ceiling – To be dependent on an income tax declarer who received, in 2019, exempt, non-taxable or exclusively taxed income, whose annual sum was greater than R $ 40,000.00
  • Dependent on holder with value in assets above the ceiling – Be dependent on an income tax declarer who had, on December 31, 2019, the possession or ownership of goods or rights, including bare land, with a total value greater than R $ 300,000.00.
  • Municipal / state / district server – Be a state, municipal or district servant.
  • Family already contemplated – Belong to a family that already has a person receiving Emergency Aid 2021.
